Introduction

Today we are facing the problems related to electricity, water, health, education and savings. For solving these problems, both the State as well as Central Governments are taking efforts on their front. There are many schemes which are being implemented, but still many schemes are not being implemented efficiently and the villagers are also not keen on its implementation. The Government’s efforts need back up from people, but it is not seen and hence the developmental process is not going ahead. Since the development is hampered, the problems are increasing and I’ve made a systematic planning for sorting the problems related to electricity, water, education, health and Self Help Groups (SHG’s). The youth at village level are giving training and their skill and knowledge is being used to work for this project. This organization of skilled youth is being formed to solve the problems at village, taluka and district level. I think organizing people for solving their problems is the main aim of this project and I think it is possible as we are seeking human development.

 

Baramati Loksabha Constituency Development Project

Aims of the project

  • People in the constituency should live a better life and their day-to day problems( Water, electricity, education, health and savings) should be solved at village level through organisation of activists.
  • To organise people through organisation to make them aware of basic problems, to take initiative in implementing developmental works through organisation and setting different aims and objectives for development and having a feedback of it from the Government.
 
 

Work of District Committee

  • The District Committee would comprise of Member of Parliament, District Chief, Taluka Head and co-ordinator.
  • This Committee would do the work of planning of policies.
  • The Committee would look after those problems which are unable to get solved at Taluka level.
  • This Committee would be headed by Hon. Member of Parliament.
  • The meeting would be held after every two months.
  • All these meetings would be presided by the Member of Parliament.
  • The planning for giving training at Taluka level would be decided at District level.
  • The Taluka Committee would be observed and controlled by the District Committee
  • For the problems in Taluka, meeting would be held at District level by District Committee.
  • The work of awareness-awakening would be done by the District Committee.
  • The problems that are unable to be solved at village and taluka committee would be solved by Committee.
  • The Committee would take policy decisions regarding development.
  • This Committee would work to solve the problems in Taluka Committee.
  • The right to do any changes in the Taluka Committee would rest with the District Committee.
  • The District Committee would solve the problems at Zilla Parishad and State Government level.
 
 

Taluka Level Committee

  • The Taluka level committee would comprise of Taluka Head and Taluka co-ordinator
  • Every month the meeting of the Committee would be held.
  • The Taluka Head would be the head of Taluka level meetings.
  • • The Committee would take initiatives to solve the problems related to electricity, water, education, health and self-help groups in Taluka.
  • For solving the related problems the Committee would meet the concerned officials.
  • The problems could be solved by meeting BDO, Tahsildar and other officers.
  • Panchayat Samiti would solve the problem of people by holding meeting with the “Gan” co-ordinator for different subjects.
  • The Committee would go to the village personally to solve problem if any.
  • The Committee would take training of Taluka level co-ordinators and party activists.
  • This Committee would work as a co-ordinator between village and District Committee.
  • The decisions taken at the District level would be implemented by this Committee at village and Taluka level.
  • The Taluka Committee would review the work of village activists and Panchayat Samiti co-ordinators.
  • The taluka Committee would be vested with the rights of appointing and changing village level and “Gan” Committee appointments.
  • This Committee would be entrusted with the responsibility of solving problems through Panchayat Samiti.
 
 

Hon. Member of Parliament

District Committee role

  • Conducting meetings once in every two months.
  • Deciding aims and objectives and getting it implemented through the Committee.
  • Conducting meetings at District level for solving various problems.
  • Having review of the work through District Head.
  • Getting the implementation of policies of Central and State Governments.
  • Implementing various programs related developmental plan.
  • Arranging different tours for District Committee.
  • Taking initiative for solving problems at Government front.
  • Touring in the Taluka for developmental works.
  • Going for personal visit to villages when needed.
  • Taking initiative to solve the problems faced by Taluka and District Committee if any.
 
 

District President

Role in District Committee

  • Implementing decisions taken by Hon. Member of Parliament.
  • Presiding the District Committee meeting in the absence of Hon. Member of Parliament.
  • Implementing the decisions taken by District Committee.
  • Arranging training for Taluka Committee.
  • Giving approval to Taluka Committee appointments.
  • Taking initiatives for solving problems at Taluka level.
  • Working as a co-ordinator between Government officials and Committee.
  • Getting the implementation done for the policies of Zila Parishad and State Government.
  • Putting the problems of taluka at Governmental front.
  • Attending the taluka Committee meeting when required.
  • Keeping co-ordination between all Taluka Committees.
  • Conducting District meeting after every two months.
  • Going for personal visits to villages when needed.
  • To attend programs held at Taluka level for giving guidance.
  • To apprise Hon. Member of Parliament regarding happenings in Taluka.
  • Keeping watch and doing analysis on the happenings at village, Taluka and District level.
 
 

Taluka President

Role in Taluka Committee

  • Appointing co-ordinators for the issues pertaining to electricity, water, health, education and self help groups.
  • Giving approval to the appointments made by Taluka co-ordinators of Panchayat Gan co-ordinators.
  • Presiding the meetings of all co-ordinators.
  • Giving proper direction to the work would be the responsibility of Taluka Presidents.
  • Putting Taluka level problems at Governmental front and getting them solved.
  • Giving training at different levels would be the responsibility of Taluka President.
  • The responsibility of solving internal problems in the Committee would be with the Taluka President.
  • Conducting meetings of various officials at Taluka level.
  • Going to villages as and when needed for conducting meetings.
  • Conducting meetings of Taluka Committee every month.
  • Keeping co-ordination between the co-ordinators for five different topics.
  • Making efforts of solving questions at all levels.
  • Attending the District Committee meeting.
  • Implementing decisions taken at District level meetings.
  • Putting forward the problems at Taluka level in District Committee meetings and getting them solved.
 
 

Taluka Co-ordinator

Role at Taluka level

  • To keep co-ordination between the departmental co-ordinators.
  • Co-ordinator should try and give the information of the subject area he/she is handling.
  • Conducting training for enhancing knowledge and skills of departmental co-ordinators.
  • Solving the problems faced at village and “Gan” level.
  • Giving approval for the name village activists appointment.
  • The power to change village level co-ordinator would rest in the hands of Taluka Co-ordinator.
  • Arranging training on departmental level on one’s topic.
  • Conducting village level meetings.
  • For solving various problems, meeting officials at Taluka level.
  • Giving information to Taluka Head of problems and about work done.
  • Implementing the decisions taken by Taluka Head and the Committee.
  • Attending the meeting convened by Taluka Head.
  • Conducting meetings of departmental co-ordinators and solving their problems.
  • Conducting meetings every month of the departmental co-ordinators.
  • Implementing the decision of District Committee at Village level.
  • Attending the District Committee meetings.
 
 

Panchayat Gan Divisional Co-ordinator- Role

  • Appointing village level organizers and giving them training.
  • Implementing the decisions at village level taken by Taluka Committee and subject co-ordinators.
  • Conducting meeting at village level activists and solving mass problems.
  • Making efforts to solve the problems told by village organizers.
  • Presence at training and meeting a Taluka.
  • Solving problems through Panchayat Committee.
  • Actual implementation of Governmental schemes.
  • Keeping co-ordination between village level organizers.
  • Taking decisions at village level and conveying it to the co-ordinators.
  • Keeping follow-up of the policies framed by District Committee.
  • Conducting meeting once in a month at Gan level.
 
 

Village co-ordinator- Role

  • Studying the problems at village level and trying to solve them at village level and Gram Panchayat level.
  • Implementing the decisions taken by District Committee and Taluka Committee at village level.
  • Conducting meetings in villages for solving problems
  • Telling the questions in front of the Committee to the co-ordinators and having feedback to solve these problems.
  • Telling different Governmental policies to the people.
  • Making awareness at village level regarding various topics.
  • Arranging rallies and meetings at village level.
  • Remaining present in the masses and giving them support and information.
  • Being present at the meeting called by Gan co-ordinators.
  • Arranging training sessions at village level as and when needed.
  • Making a written report per month.
  • Taking initiative to solve problems of the people at village level.
